Community Board 17 is the only community in Brooklyn excluded from the City’s Quality Housing Program (“Contextual Zoning”), a program created by the City Planning Commission (DCP) to address public dismay over the proliferation of buildings with no height limit.

In Contextual Districts, Quality Housing provisions for contextually based height and setback controls are mandatory. These controls restrict developers from constructing buildings that tower over the rest of the neighborhood or block out sunlight.

Community Board 17’s exclusion from contextual zoning means developers will continue to change our neighborhood’s character without requiring Community input. This aggressive development across our neighborhoods is allowed under As of Right development.  As of Right development does not require special permits, variances, or any discretionary action from DCP.

The Rezoning Committee is responsible for the following:

  • Assessing the impact of the City’s zoning codes on the community regarding the types and sizes of structures developed in Community Board 17;
  • Proposing a Community Plan that protects and preserves the American Dream of homeownership and entrepreneurialism and provides for the development of affordable housing; and
  • Coordinating the process of obtaining the support and approval of our four City Council members and the Borough President to mobilize the Department of City Planning to address this critical need – the lack of contextual zoning in Community Board 17.

The work of the Rezoning Committee will mitigate the continued haphazard, unplanned, and unsightly development plaguing our district and destroying the beauty of our neighborhoods.

Re-zoning Committee meetings typically occur on the fourth (4th) Tuesday of the designated month and are usually at 7:30 pm.
