{"id":8,"date":"2019-11-25T18:48:12","date_gmt":"2019-11-25T18:48:12","guid":{"rendered":"https:\/\/cbbrooklyn.cityofnewyork.us\/cb2\/?page_id=8"},"modified":"2026-01-15T11:22:54","modified_gmt":"2026-01-15T16:22:54","slug":"governance","status":"publish","type":"page","link":"https:\/\/cbbrooklyn.cityofnewyork.us\/cb2\/about\/governance\/","title":{"rendered":"Governance"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The 59 Community Districts of NYC are autonomous, non-Mayoral City agencies <\/span><a href=\"https:\/\/codelibrary.amlegal.com\/codes\/newyorkcity\/latest\/NYCcharter\/0-0-0-4187\"><span style=\"font-weight: 400;\">authorized by the City Charter<\/span><\/a><span style=\"font-weight: 400;\"> for the purpose of \u201cplanning of community life within the city, the participation of citizens in city government within their communities, and the efficient and effective organization of agencies that deliver municipal services in local communities\u201d including advising City &amp; State agencies and our elected officials on local land use, zoning issues, public policy, permits and licenses, and the City budget.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Each Community District is represented by 50 volunteer Board Members<a href=\"https:\/\/www.brooklynbp.nyc.gov\/community-boards\/\"> appointed by their Borough President<\/a> and local City Council Members to serve a two-year term for up to four consecutive terms. <\/span><span style=\"font-weight: 400;\">Although unsalaried, Board Members are public officials subject to the rules of the City\u2019s <\/span><a style=\"background-color: #ffffff; font-size: 1rem;\" href=\"https:\/\/www.nyc.gov\/site\/coib\/index.page\"><span>Conflicts of Interest Board<\/span><\/a><span style=\"font-weight: 400;\">, including <\/span><a style=\"background-color: #ffffff; font-size: 1rem;\" href=\"https:\/\/codelibrary.amlegal.com\/codes\/newyorkcity\/latest\/NYCcharter\/0-0-0-7200\"><span>Ch. 68 (\u201cConflicts of Interest\u201d)<\/span><\/a><span style=\"font-weight: 400;\"> of the City Charter. They must also uphold the New York State Public Officers Law, including the <\/span><a style=\"background-color: #ffffff; font-size: 1rem;\" href=\"https:\/\/dos.ny.gov\/coog\/foil2.html\"><span>Freedom of Information Law<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a style=\"background-color: #ffffff; font-size: 1rem;\" href=\"https:\/\/opengovernment.ny.gov\/open-meetings-law\"><span>Open Meetings Law<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">In addition, each of the 59 Community Boards is required to have its own <a href=\"https:\/\/drive.google.com\/file\/d\/1JTtbASxxEkePrBeHPu3RUsMgLSgGlYDG\/view?usp=drive_link\" target=\"_blank\" rel=\"noopener\">Bylaws<\/a> to govern their structure and proceedings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Each Community District is managed by a professional staff of New York City employees, led by a District Manager who is appointed to serve by a majority vote of their Board. District Managers are members of the <\/span><a href=\"https:\/\/nycmea.org\/\"><span style=\"font-weight: 400;\">NYC Managerial Employees Association (NYC-MEA)<\/span><\/a><span style=\"font-weight: 400;\">. All other District Office staff are members of the <\/span><a href=\"https:\/\/mightyunion.org\/\"><span style=\"font-weight: 400;\">Social Service Employees Union (SSEU) Local 371 (AFSCME\/AFL-CIO)<\/span><\/a><span style=\"font-weight: 400;\">.
