{"id":30,"date":"2019-11-25T21:44:50","date_gmt":"2019-11-25T21:44:50","guid":{"rendered":"https:\/\/cbbrooklyn.cityofnewyork.us\/cb2\/?page_id=30"},"modified":"2026-04-09T14:21:56","modified_gmt":"2026-04-09T18:21:56","slug":"state-liquor-licenses","status":"publish","type":"page","link":"https:\/\/cbbrooklyn.cityofnewyork.us\/cb2\/applicants\/state-liquor-licenses\/","title":{"rendered":"NY State Liquor Licenses"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/sla.ny.gov\/\" target=\"_blank\" rel=\"noopener\"><b>New York State Liquor Authority (SLA)<\/b><\/a><span style=\"font-weight: 400;\"> issues 125 types of licenses and permits for liquor manufacturing, retail, and service in New York State.\u00a0<\/span><\/p>\n<hr \/>\n<h3><strong>NEW Licenses, Alterations, and Changes<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">As required by the <\/span><a href=\"https:\/\/sla.ny.gov\/local-governments\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Laws of New York State<\/span><\/a><span style=\"font-weight: 400;\">, applicants for an <a href=\"https:\/\/sla.ny.gov\/premises-quick-reference-0\" target=\"_blank\" rel=\"noopener\">On-Premises liquor license<\/a> are required to notify <a href=\"https:\/\/www.mygovnyc.org\/\" target=\"_blank\" rel=\"noopener\">their Community District Office<\/a> AT LEAST 30 days (and no more than 270 days) prior to the SLA&#8217;s decision. This<\/span> requirement allows<span style=\"font-weight: 400;\"> local residents to review applications which may impact their quality of life<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These SLA application types are first reviewed by the<\/span><a href=\"https:\/\/cbbrooklyn.cityofnewyork.us\/cb2\/all-committees\/health-environment-social-services\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Health, Environment &amp; Social Services Committee<\/span><\/a><span style=\"font-weight: 400;\">, which then issues a Recommendation for <a href=\"https:\/\/cbbrooklyn.cityofnewyork.us\/cb2\/calendar\/\" target=\"_blank\" rel=\"noopener\">vote by the full Board<\/a>.<\/span><\/p>\n<p>When a Community Board submits an opinion, either in favor of or against granting a license, this opinion becomes part of the record used by the Authority in deciding whether to approve the application.<\/p>\n<p>Community Boards may also work with licensees to place stipulations on a license regarding methods of operation. If accepted by the SLA, these stipulations become binding conditions of the license, with disciplinary action for failure to comply.<\/p>\n<p><strong><em><span style=\"color: #ff0000;\">Download instructions for BKCB2 review<\/span> <a href=\"https:\/\/drive.google.com\/file\/d\/13jxR3rmy21vdQGn4dwszVnZrsvu1pXx4\/view?usp=drive_link\" target=\"_blank\" rel=\"noopener\">here<\/a><\/em><span style=\"color: #000000;\"><em>, including this Board&#8217;s criteria for a <a href=\"https:\/\/drive.google.com\/file\/d\/1JJBF08Rwli-kfVJOgUaz0H_AkXh0J3gq\/view?usp=drive_link\" target=\"_blank\" rel=\"noopener\">Waiver of Public Review<\/a>.<\/em><\/span><\/strong><\/p>\n<p><strong>Withdrawal of Application<\/strong> &#8211; NY State law mandates a 30-day window reserved for local municipal review. An applicant may occasionally need more time to assemble application materials, or may have business or logistical reasons for delaying licensure. If you wish to withdraw your submitted notice and resubmit for a later public review date, you must submit a new 30-Day Municipal Notice Form with &#8220;today&#8217;s date&#8221; in order to reset the 30-day clock. If an updated notice is not received, the Board will proceed per above.<\/p>\n<hr \/>\n<div>\n<h3><strong>RENEWALS or Removals of Licenses<\/strong><\/h3>\n<p>SLA licensees are also required to <span style=\"font-weight: 400;\">notify their Community District Office AT LEAST 30 days (and no more than 270 days) prior to the license expiration date<\/span>. Notices of renewals are processed on a rolling basis by the District Office following a minimum 21-day public notice period to accommodate local comment and feedback.<\/p>\n<p><em><strong><span style=\"color: #ff0000;\">Submit a<\/span> <a href=\"https:\/\/sla.ny.gov\/system\/files\/documents\/2025\/01\/standardizednoticeform_onpremises_01282025.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 1rem;\">completed SLA Municipal Notice form<\/span><\/a><span style=\"color: #ff0000;\"> to<\/span> <a href=\"mailto:bk02@cb.nyc.gov\" target=\"_blank\" rel=\"noopener\">bk02@cb.nyc.gov<\/a><\/strong><\/em><\/p>\n<p><strong>Per the <a href=\"https:\/\/sla.ny.gov\/renew-your-license\" target=\"_blank\" rel=\"noopener\">SLA&#8217;s Renewal instructions<\/a>:<\/strong> &#8220;Nearly all renewal applications that are complete and sent to the Authority before the expiration date are renewed. Unsubstantiated allegations of misconduct or violations that could lead to the termination of a liquor license are a function of the Authority\u2019s disciplinary process.&#8221;<\/p>\n<p><span style=\"font-size: 1rem;\">Resident comments <a href=\"https:\/\/cbbrooklyn.cityofnewyork.us\/cb2\/connect\/\" target=\"_blank\" rel=\"noopener\">submitted to the District Office<\/a> during the previous two-year license period are tracked and noted if a substantial pattern of residential complaints or quality of life issues is evident.<\/span><\/p>\n<hr \/>\n<h3><strong>Remedy of Resident Complaints<\/strong><\/h3>\n<p align=\"left\"><span style=\"font-size: 1rem;\">The <a href=\"https:\/\/sla.ny.gov\/system\/files\/documents\/2021\/03\/lamp-user-instructions.pdf\" target=\"_blank\" rel=\"noopener\">Liquor Authority Mapping Project (LAMP)<\/a> provides public records of all SLA licensees, including Legal Name, DBA, License #, Expiration, and Community Board Stipulations.<\/span><\/p>\n<p align=\"left\">The <a href=\"https:\/\/sla.ny.gov\/enforcement\" target=\"_blank\" rel=\"noopener\">SLA Enforcement Bureau<\/a>\u00a0investigates violations of the\u00a0Alcoholic Beverage Control (ABC) Law. <a href=\"https:\/\/sla.ny.gov\/local-governments\">Per their protocols<\/a>: in the absence of documented violations or <a href=\"https:\/\/portal.311.nyc.gov\/check-status\/\">complaints<\/a>, licensees are assumed to be in good standing, and single-source quality of life complaints are generally insufficient to warrant action. However, if a pattern of unresolved community concerns exists, the Community Board may request adjustments to the operator&#8217;s license and\/or operations.<\/p>\n<p align=\"left\"><span style=\"font-weight: 400;\">Members of the public who have complaints about a neighboring operator should first <\/span><a href=\"https:\/\/portal.311.nyc.gov\/article\/?kanumber=KA-01085\"><span style=\"font-weight: 400;\">review NYC laws<\/span><\/a><span style=\"font-weight: 400;\">, then <\/span><b>contact the business operator directly<\/b><span style=\"font-weight: 400;\"> to request specific changes<\/span><span style=\"font-weight: 400;\">.
